The idea: Designing the reconversion of the production of a closed factory in the ecological sense; organising a cooperative of labourers made redundant. The area in which these workers choose to operate is that of waste management, taking the first step with old/used electrical and electronic equipment such as monitors, PCs or mobiles, and working from collection to separation, from recovery to reuse. All this carried out up to a maximum of 50-100 km in the surrounding area, respecting the principle of sustainability of work; addressing the large-scale distribution of the collection; solidarity purchasing groups for the logistics.

Local context: The territory where it all happens is one of the most industrialized in Italy and in Europe. It is located in the southwest area of Milan, connected to the logistics and advanced tertiary sectors in Lombardy. The recent economic crisis has particularly touched the people who live in the region, who for the most part are employed in small and medium-sized production units, or within large complexes such as the one of which we speak that employed 320 workers in the production of automotive components.

Starting point: In 2009, due to financial transactions gone wrong, the Court of Milan declares the default of the company Maflow, with an accumulated debt of €300 million. It should be emphasised that this economic collapse did not occur by a contraction of the market where the company was a leader, but rather from investments in financial products that have proven faulty. Workers were obliged to enter a circuit of assistance, without work and with reduced salaries. A new owner, the Polish Boryszew, acquires what remains of the factory and takes on only 80 of the 320 employees. After two years, the new owners also fail. This is the end of the old Maflow but it also is the beginning of a new life of the company. The slogan that inspires the workers in that moment in time is “self-management”. When the last workers were dismissed, a permanent occuplying force was established at the gates of the factory. The workers who participated in this movement began to think together about how to deal with a future of unemployment, with a factory lying idle and with hundreds of people without a salary. As the workers recall, they started to rethink the possible business strategies to "reinvent" themselves, something they did “in a logic of respect of themselves and of the environment, in relationship with the surrounding area”. For this reason they decided to try to reverse the old Maflow production of car components into a new design of waste technology recycling. The idea found a concrete translation thanks to the encounter with a young man who attended the occupy movement, and who had just graduated with a thesis on development planning and on "Life Cycle Assessment", which is the analysis of the life cycle of a product and of its impacts on the community. Out of this meeting came the idea of ​​re-Maflow. The connection with the establishment of Maflow is essential for two reasons: a political and a practical one. The first concerns what the workers involved call 'social compensation'. The workers laid off from a production cycle choose to reclaim the building, otherwise condemned to abandonment, as well as the remaining sheds and machinery, and defined this action as compensation for the loss of their jobs. The second reason is that the process of recycling and reuse started simply with the unused machines already in the factory.

History and evolution: At the time the factory closed in 2009, workers carried out the occupation of the square in front of it, making their presence permanent. From their occupied stronghold, they start actions for restoration of the mains supply. They were later able to occupy an outpost inside a part of the company land. Meanwhile, the owners emptied the warehouses of the most of the machinery that remained and disposed of harmful residue waste. During the meetings, which are held in the occupied space, workers defined the objective of their struggle and made it public: to begin a process of re-appropriation of the factory in order to resume operation as well as for its reconversion in an ecological sense. Therefore they formally asked for the 'free loan' of one of the sheds inside the factory, directly talking to the owners of the building complex, a subsidiary company of the Unicredit bank, and asked for the Mayor of Trezzano to mediate. After three months of occupying, and having received no response, the workers choose to occupy the 30,000 sq. metres of the former Maflow, 14,000 of which is indoor. "Occupy Maflow" constituted itself as an association with the aim to manage the occupation of the factory and obtain a contract for electricity and water. It thus began a phase of about two years, during which Gas (group of solidarity purchasing) and a “library group”, that deals with the setting up of a conference room, are also formed. Since the beginning of the occupied space outside, and even more so with the start of the internal occupation, communication was a critical factor: all the steps of the action and the initiatives have been widely publicised through public meetings, raising awareness with the involvement of the families of workers who in turn involved school children and institutions as well as through press conferences, video, documentary material, etc. Public lectures on topics relating to both the new production (sustainability, ecology, waste) and the issue of business ethics and social issues were specifically organised.

How it works: In January 2013 the Cooperative Re-Maflow was established. The project was not opposed by the owners of the occupied buildings and received support from some of the local institutions. The business start-up is in fact credible since workers are in part covered by the social welfare state (layoffs), they have no rent to pay and the chosen field of recycling waste technology is strategic. The workers also obtain the support of the Lombardy Region’s Centre for Employment, which provided them with training in specific courses concerning their new specialisation. The cooperative currently employs 20 workers. An online blog “Re-Maflow” has been set up, and it is continuously updated with news of the project’s development. The workers also have an email address where people can contact the association. A bank account was opened to receive donations and support from citizens, other associations or trade unions. Remarkably, the "Cooperative Re-Maflow deals with the production activities while the Association RID (Turning the debt) organises initiatives based around public interest on the crisis, ethical finance, etc.. Another Association, Villa Amantea, which for years worked in the area of assisting refugees, has joined the experience of "Occupy Maflow", now organising its services within the halls of the factory. The new business of the recycling and reuse of material technology is now fully operational. Revenues are equally split among all the members of the cooperative. Initiatives of public interest within the spaces of the new factory, renamed Re-Maflow, are continuing to be organised. They consist of, among others, conferences on ethical finance, recycling and reuse of waste materials, ecology, economic crisis. These events attract the interest and the participation of many people, providing an occasion to highlight the innovative approach taken by the workers of Re-Maflow. The negotiation with Unicredit to obtain the loan for the use of the occupied spaces is still ongoing. Workers are currently trying to develop the productive activity of recycling and continue to work to restore all existing spaces. Parties, fairs and public initiatives for self-financing are frequently organised. Currently 20 workers are employed in the production, but the list of those who would like to work for Re-Maflow is long. Hundreds of requests from other people have been received, but the decision was to initially establish a threshold of 20 units in order to ensure a full income.

The risks faced: To occupy the factory was a difficult decision to take, because the possible legal consequences were well known. Moreover, the type of production selected for the conversion proved to be very complicated from the point of view of obtaining bureaucratic requirements necessary to enter the market: permissions for the collection and storage of waste technology, security systems, procedures for the eventual disposal. Even security is a problem: using fork lifts, stairs, electricity, handling pollutant metals. Trainings have become essential, but their cost is very high. The market for the disposal of this waste is also firmly in the hands of a large consortia formed by powerful companies and contracts are therefore difficult to obtain. At the moment the redistribution of the gains is put towards the reimbursement of expenses for the workers.

Main benefits: the maintenance of a cohesive and active group of workers, contrary to what usually happens in this type of situation, along with the end product of factory work. The use of the time to form a new specialisation, with an ethical and sustainable orientation. The recovery of a space, a factory otherwise destined to be abandoned for decades to speculation, which is now a space with new life and new social functions of the public type. The establishment of a cooperative to implement the process of equality in income distribution. The building of new relationships with institutions, associations and citizens in the area. The feeling of not being left alone with the problem of (un)employment, or to be just passively assisted: Re-Maflow is a path of creative struggle, which produces positive economic effects, and that above all gives dignity to those who are driving it.

Success Factors: the fact of having been inspired and having investigated other practical experiences already achieved, like "fabricas recuperadas" in Argentina; The possibility to rely on existing social safety nets that have been a source of revenue and which has also been the only "capital" necessary to start the initial production; the exploitation of the situation of legal dispute between the owners of the spaces and the owners of the company, which has created a stalemate in the prospect of selling their property; The voluntary work done by workers, citizens and associations; the development of relations with the local institutions; the choice of a path of conversion of the production in an ecological sense, which has a strong symbolic impact and a huge potential in terms of market; the hard work of public communication of the objectives and of the phases of the process.

Future perspectives: To develop and to stabilise the production of the cooperative re-Maflow; To create new jobs from the use for other functions of the huge indoor and outdoor available area; To get a free loan for the use of the area; To get full legal recognition and authorisation.

Titolo: Ri-Maflow

Breve descrizione dell’azione: Alcuni operai licenziati dopo la chiusura di una fabbrica la occupano, si costituiscono in cooperativa e avviano un progetto di riconversione produttiva nel senso della sostenibilità ambientale, creando nuovo lavoro e reddito.

L’idea: Progettare la riconversione produttiva in senso ecologico di una fabbrica chiusa, organizzando in cooperativa gli operai licenziati. L’ambito in cui sceglie di operare è quello della gestione dei rifiuti, facendo il primo passo con i rifiuti di apparecchiature elettriche ed elettroniche, come monitor, pc o cellulari, impegnandosi dalla raccolta alla separazione, dal recupero fino al riuso. E tutto ciò in un raggio ridotto al territorio circostante, fino ad un massimo di 50-100 chilometri, tenendo quindi fede al principio della sostenibilità dell’operato, rivolgendosi alla grande distribuzione per la raccolta o ai gruppi di acquisto solidali per la logistica.

Il contesto: Il territorio dove accade tutto questo è uno dei più industrializzati d’Italia. Situato a sud ovest di Milano, è nel cuore di uno dei distretti industriali più sviluppati d’Europa e connesso al polo logistico e del terziario avanzato della Lombardia. La crisi economica di questi anni ha colpito particolarmente i cittadini che popolano la regione, per la maggior parte impiegati all’interno di piccole e medie unità produttive, o all’interno di grossi complessi come appunto quello di cui parliamo, che impiegava nella produzione di componenti auto motive 320 dipendenti.

Come tutto è cominciato: Nel 2009, a causa di operazioni finanziarie finite male, il Tribunale di Milano dichiara il default dell’azienda Maflow, con un debito accumulato di trecento milioni di euro. Da sottolineare che questo collasso economico è avvenuto non per una contrazione del mercato sul quale l’azienda era leader, ma per investimenti in prodotti finanziari che si sono rivelati sbagliati. Gli operai entrano nel circuito dell’assistenza, senza lavoro e con lo stipendio decurtato. Un nuovo acquirente, la polacca Boryszew, acquisisce quello che resta della fabbrica e riassume solo 80 dei 320 dipendenti. Dopo due anni anche i nuovi proprietari chiudono. E’ la fine della vecchia Maflow, ma anche l’inizio di una nuova vita dell’azienda. La parola d’ordine che anima gli operai è autogestione. Quando vengono licenziati gli ultimi operai, inizia infatti un presidio permanente davanti ai cancelli. Gli operai che vi partecipano cominciano a ragionare tra di loro su come affrontare un futuro di disoccupazione, con la fabbrica inattiva e centinaia di persone senza stipendio. Come gli stessi operai raccontano, inizia così un ripensamento delle possibili strategie aziendali per “reinventarsi”, attraverso un percorso che possa svilupparsi “rispettando sé stessi, l’ambiente, e rapportandosi al territorio circostante”. Per questo decidono di provare a invertire la vecchia produzione Maflow di componenti per auto in un nuovo progetto di riciclo dei rifiuti tecnologici. L’idea trova gambe e traduzione concreta grazie all’incontro con un giovane che frequenta il presidio e che si è appena laureato con una tesi sulla pianificazione dello sviluppo ed il “Life Cycle Assessment”, ovvero l’analisi del ciclo di vita di un prodotto e i suoi impatti sulla comunità. Da questo incontro nasce l’idea di Ri-Maflow. Il legame con lo stabilimento della Maflow risulta fondamentale per due ragioni: una politica ed una pratica. La prima riguarda ciò che gli operai coinvolti chiamano ‘risarcimento sociale’. I lavoratori espulsi da un ciclo produttivo insensato, scelgono di riappropriarsi della palazzina, altrimenti condannata all’abbandono, così come dei capannoni e dei macchinari rimasti, e definiscono questa azione come un risarcimento rispetto alla perdita del proprio posto di lavoro. La seconda ragione è che il processo di riciclo e riuso parte proprio dai macchinari rimasti in fabbrica.

Fasi e sviluppo dell’azione: Al momento della chiusura della fabbrica, nel 2009, gli operai procedono all’occupazione del piazzale antistante, piantando delle tende in maniera permanente. Dal presidio avviano delle incursioni nella palazzina per procedere all’allacciamento della corrente elettrica. In seguito riescono a occupare un avamposto interno all’area dell’azienda. Nel frattempo i proprietari della Maflow svuotano i capannoni della maggior parte dei macchinari rimasti e smaltiscono i rifiuti nocivi residui. Nel corso delle assemblee che si svolgono al presidio, gli operai definiscono l'obiettivo della loro lotta e lo rendono pubblico: avviare un percorso per riappropriarsi della fabbrica per rimetterla in funzione, riconvertendola in senso ecologico. Chiedono dunque formalmente il 'comodato d'uso gratuito' di uno dei capannoni interni alla fabbrica, rivolgendosi direttamente ai proprietari del complesso edilizio, una compagnia controllata dall’Istituto bancario Unicredit, e chiedendo la mediazione del sindaco di Trezzano. Dopo tre mesi dall’inizio del presidio, nel 2010, non avendo ricevuto alcuna risposta, gli operai scelgono di occupare i 30mila metri quadrati della ex Maflow, di cui 14mila al coperto. “Occupy Maflow” si costituisce come associazione e gestisce l’occupazione della fabbrica, riuscendo a stipulare il contratto per l’energia elettrica e l’acqua. Inizia una fase che dura circa due anni, durante i quali si sono costituiti anche un Gas ( Gruppo di acquisto solidale), e il gruppo biblioteca che si occupa anche dell’allestimento di una sala conferenze. Fin dall’inizio del presidio esterno, e in maniera più forte con l’avvio dell’occupazione, è stato fondamentale il percorso di comunicazione: tutte le fasi dell’azione sono state ampiamente pubblicizzate attraverso iniziative di sensibilizzazione della popolazione, coinvolgimento delle famiglie degli operai che a loro volta hanno coinvolto scuole dei figli ed istituzioni, conferenze stampa, video, materiale di documentazione. In particolare, sono state organizzate conferenze pubbliche sui temi che riguardano sia la nuova produzione ( sostenibilità, ecologia, rifiuti ), sia in particolare il tema della finanza etica e sociale.

Come funziona adesso: Nel gennaio del 2013, è stata costituita la Cooperativa Ri-Maflow il cui progetto non viene osteggiato dai proprietari degli edifici occupati e riceve il sostegno di parte delle istituzioni locali. Lo start up d’impresa è infatti credibile: i lavoratori sono coperti in parte dagli ammortizzatori sociali statali (cassa integrazione), non hanno affitto da pagare e il settore scelto, il riciclo dei rifiuti tecnologici, risulta strategico. Gli operai ottengono anche il supporto del Centro per l'impiego della Regione Lombardia, che provvede a formarli con corsi specifici in vista della nuova specializzazione. La cooperativa attualmente impiega 20 dipendenti. E’ stato aperto un blog, “Ri-Maflow”, che viene continuamente aggiornato sullo sviluppo del processo, e un indirizzo mail dove poter contattare l’associazione. E’ stato aperto anche un conto corrente bancario per accogliere sostegno e donazioni da parte dei cittadini o di altre associazioni o sindacati. Da sottolineare che la “cooperativa Ri-Maflow si occupa dell’attività produttiva, l’associazione RiD (Rivolta il Debito) invece organizza le iniziative di pubblico interesse sulla crisi, la finanza etica, etc.Un’altra associazione si è unita all’esperienza di “Occupy Maflow”, Villa Amantea, che opera da anni sul territorio con l’accoglienza dei rifugiati, e che organizza adesso all’interno dei capannoni della fabbrica tale servizio. La nuova attività di riciclo e riuso di materiali tecnologici è ora pienamente in funzione. I ricavi sono ripartiti in parti uguali tra tutti i soci della cooperativa. Continuano a essere organizzate iniziative di pubblico interesse all’interno degli spazi della nuova fabbrica, ribattezzata Ri-Maflow, che consistono in convegni sulla finanza etica, sul riciclo e sul riuso di materiali di scarto, sull’ecologia, sulla crisi economica, e attirano l’interesse di molti cittadini, offrendo l’occasione per illustrare il percorso innovativo intrapreso dagli operai.È ancora in atto la negoziazione con Unicredit per ottenere il comodato d’uso degli spazi che sono ancora occupati. Attualmente si sta cercando di sviluppare l’attività produttiva di riciclo e si continua a lavorare per ripristinare tutti gli spazi esistenti. Vengono periodicamente organizzate feste, spettacoli ed iniziative pubbliche per l’autofinanziamento. Attualmente sono impiegati nella produzione 20 addetti, ma la lista di coloro che vorrebbero lavorare è lunghissima. Arrivano centinaia di richieste anche da altre persone che inviano curricula, ma la decisione è stata quella di stabilire inizialmente la soglia delle 20 unità per poter garantire un reddito pieno.

I rischi affrontati : occupare la fabbrica è stata una decisione sofferta, perché si sapeva di andare incontro a possibili conseguenze giudiziarie. Il tipo di produzione scelto per la riconversione si è rivelato molto complicato dal punto di vista dell’ottenimento dei requisiti burocratici necessari ad entrare sul mercato: autorizzazioni per la raccolta e lo stoccaggio dei rifiuti tecnologici, sistemi di sicurezza, procedure per l’eventuale smaltimento. Anche la sicurezza è un problema: si usano carrelli elevatori, scale, energia elettrica, si maneggiano metalli spesso inquinanti, e i corsi di formazione, divenuti quindi fondamentali, hanno un costo molto elevato. Il mercato dello smaltimento di questo tipo di rifiuti è inoltre saldamente in mano ai grandi consorzi formati dalle aziende produttrici, ed è quindi difficile ottenere gli appalti. Al momento la redistribuzione dei guadagni raggiunge il livello di un rimborso spese per i lavoratori.

Principali benefici ottenuti: si è mantenuto un gruppo attivo e coeso di operai, che al contrario di quello che accade solitamente in questo tipo di situazioni, ha mantenuto una unità nonostante la fine del lavoro in fabbrica. Si è impiegato il tempo a disposizione per formarsi ad una nuova specializzazione, etica e sostenibile. Si è recuperato un luogo, la fabbrica, altrimenti destinato all’abbandono per decenni oppure alla speculazione edilizia: oggi è uno spazio con nuova vita e nuove funzioni sociali di tipo pubblico. Si è costituita una cooperativa per rendere effettivo il processo di eguaglianza nella distribuzione del reddito. Si sono costruite relazioni nuove con istituzioni, associazioni, singoli cittadini del territorio. Le persone non hanno la sensazione né di essere abbandonate a sé stesse con il problema del lavoro, né di essere assistite in termini passivi: Ri-Maflow è un percorso di lotta creativo, che produce effetti economici positivi, e che soprattutto fa acquisire dignità a chi lo porta avanti.

Fattori di successo: Aver tratto ispirazione e aver studiato un’esperienza concreta già realizzata, quella delle “fabricas recuperadas” argentine. Aver potuto contare su ammortizzatori sociali esistenti che hanno costituito una base di reddito da cui partire e anche l’unico “capitale” iniziale necessario ad avviare la produzione. Aver sfruttato la situazione di controversia legale esistente tra la proprietà aziendale e i proprietari dell’area che ha creato uno stallo nella prospettiva di vendita degli immobili. Aver usufruito del lavoro volontario svolto da operai, cittadini, associazioni. Avere sviluppato relazioni con le istituzioni locali. Avere scelto la strada della riconversione produttiva in senso ecologico, che ha un forte impatto simbolico e una enorme potenzialità in termini di mercato. Aver lavorato molto sulla comunicazione pubblica degli obiettivi e delle fasi del processo

Prospettive future: Sviluppare e stabilizzare la produzione della cooperativa Ri-Maflow. Creare nuovi posti di lavoro dall’utilizzo per altre funzioni dell’enorme area coperta e scoperta a disposizione. Ottenere un comodato d’uso dell’area. Ottenere tutti i riconoscimenti legali e le autorizzazioni.
