The problem of H family, third question!!!

In the discussion in the office yesterday we have confronted with the problem of giving meaning code to the H Family, "3rd question criteria". I have got a feeling, these criteria have double meaning: indirectly (and rather relatively and contradictory) the existing situation and the directions the changes have to be made. EG: "to increase professional level" shows on one hand PROBABLE insufficiency (from the point of view of a respondent) of this professional level and formation, m;b; O21, on the other - the improving of what is already existing, m.b. S11(?).

J'ai un sentiment, ces critères ont un double sens: indirectement (et plutôt relativement contradictoire) la situation actuelle et les directions des changements doivent être faits. Ex.: "pour augmenter le niveau professionnel" montre sur une insuffisance PROBABLE main (du point de vue des répondants) de ce niveau professionnel et de la formation, m, b, O21, de l'autre - l'amélioration de, mb ce qui est déjà existant S11 (?).
