''Covilhã is a city in the centre of Portugal, which combines a thousand year history with a historic textile industry. Situated near the highest mountain of the country, this particular location makes Covilhã the ‘Mountain City’ of Portugal. The city of Covilhã has developed an important effort to find ways to solve new and old forms of poverty and social exclusion. With the TOGETHER Project, the goal will be to get a sense of a shared vision of welfare, reflecting on the problems experienced and invite people to participate actively in the process, sharing knowledge and looking for activities that contribute to their collective welfare. The program ‘Social Network’ and its intervention in social matters, will find new ways to solve problems though the implementation and development of the methology presented by the Project. The main challenges of the Municipality are : - reconverting its economic basis and developing new technology-based activities - coping with the aging of the population and its dissemination on in rural areas - improving the quality of housing and developing social housing in order to answer the needs of young generations.''

O Escolhas é um programa nacional implementado pelo governo em 2001, promovido igualmente pela Presidência do Conselho de Ministros e integrado no Alto Comissariado para a Imigração e Diálogo Intercultural, cuja missão é promover a inclusão social de crianças e jovens que vivam em contextos sócio económicos vulneráveis, visando a que tenham a mesma igualdade de oportunidades e um reforço evidente de coesão social. Atualmente na sua 5ª geração, que decorrerá até o ano de 2015, o Programa Escolhas mantém protocolos com os consórcios de 110 projetos locais de inclusão social em comunidades de certa vulnerabilidade, e com a opção de financiar mais de 30 projetos, a maior parte dos quais localizados em territórios onde se concentram descendentes de imigrantes e também minorias étnicas. SCHOOLS is a national program started by the government in 2001, promoted by the Presidium of the Council of Ministers and integrated into the program of activities by the Supreme Commission on Migration and intercultural Dialogue. The program is aimed to promote the social iclusion of children and youth living under the conditions vulnerable from social and economical point of view, providing them with the equal opportunities and strengthening in such a way the social cohesion. Being on the 5th stage of its implementation which will last till 2015, The Program SCHOOLS supports protocols on 110 projects of the social inclusion in the most vulnerable communities , with an option of financing 30 more projects , part of them at the territories where the persons with migrants background and ethnical minorities are concentrated.
